بررسی چالش های پژوهش درسازمان بیمه سلامت ایران و ارائه راه کار برای آن 1395

چکیده

هدف:
پژوهش کنشی عقلانی و فرایندی خردمندانه و منظم است که به بازنگری، نقد و پالایش و یا تولید و خلق اندیشه منجر می‌شود. هدف از این پژوهش بررسی چالش های انجام پژوهش و ارایه راه کار مناسب جهت تسهیل فرایند پژوهش در کارکنان بیمه سلامت ایران بوده است.
روش بررسی:
پژوهش حاضر به صورت توصیفی-تحلیلی بر روی 834 نفر از کارشناسان شاغل در ادارات کل بیمه سلامت کشور در سال 1395 با استفاده از پرسشنامه خود ایفا انجام گرفت که در نهایت 646 پرسشنامه به صورت کامل تکمیل گردید. سنجش روایی پرسشنامه با استفاده از نظرات متخصصان بیمه سلامت و نیز متخصصین مدیریت نظام سلامت سنجیده شد. جهت تعیین پایایی نیز تعداد 50 پرسشنامه در اختیار کارشناسان بیمه سلامت استان خراسان رضوی  طی دو مرحله قرار گرفت.
یافته ها:
314 نفر (%50) از پرسش شوندگان زن و 313 نفر (%50) مرد بودند. 276 نفر (34/5 %)  از پرسش شوندگان سابقه شرکت در کارگاه روش تحقیق را داشته اند. میزان آشنایی با عوامل زمینه ای و مقدمات تحقیق در بین افراد شرکت کننده در پژوهش (445 %) برآورد گردید.از مهم ترین موانع تحقیق نیز می توان به عدم دسترسی به منابع کتابخانه ای 47/9% اشاره نمود و مهم ترین راهکار حمایت از تحقیق در سازمان بیمه سلامت کشور از دیدگاه کارکنان آن اختصاص بودجه کافی جهت تحقیقات و ایجاد فرصت کافی جهت ارایه ایده های تحقیقاتی (%74) می باشد.
نتیجه گیری: 
توان علمی محدود کارشناسان، مشکلات موجود در ساختار  و مدیریت سازمان، عدم تناسب کار و مسئولیت افراد، منابع کتابخانه ای محدود و ارتباطات ناکافی با موسسات علمی – پزوهشی از جمله چالش های انجام پژوهش در سازمان بیمه سلامت ایران می باشد لذا تقویت زیر ساخت های داخلی و تقویت ارتباطات برون سازمانی، ایجاد بستر مناسب برای تحقیق در سازمان و توسعه تعاملات سازمانی، گامی موثر در بهبود فرایند پژوهش در این سازمان خواهد بود.
